Howard County Courthouse

Decades in the Making. Delivered a Day Early.
Howard County had been trying to replace its 175-year-old courthouse for decades. The challenge was never what to build, it was finding a partner willing to stand behind it long
after delivery.
Brian Dugan and the Edgemoor team structured an agreement that tied their payments directly to how well the building performed, for years after opening.
Then COVID hit. The team delivered anyway — a day early and under budget, the only project of eight tracked by an independent consultant to do so through the pandemic.
