The City of Garden Grove faced a challenge that many growing cities share — outdated civic facilities that no longer reflected the needs or identity of the community. The city’s aging police headquarters lacked modern safety standards and operational efficiency, while its civic park and public spaces needed revitalization to serve a new generation.
Edgemoor partnered with Garden Grove to deliver a comprehensive solution: a new, state-of-the-art public safety facility and an expanded Civic Center Park that together will redefine the heart of the city. Through an innovative lease-leaseback financing structure, construction advanced swiftly, achieving key milestones in record time while maintaining fiscal responsibility.
When complete, the Civic Center will bring public safety and community services together in one unified setting, strengthening the city’s civic identity and creating a welcoming environment that reflects Garden Grove’s forward-looking vision.
When complete, the new facility will give the Garden Grove Police Department the consolidated, modern environment it needs to serve a larger and more diverse community, and the redesigned Civic Center Park will give residents a true civic gathering place, with open green space, a memorial grove, and a walking trail at the heart of downtown. Together, the project will reshape what the center of Garden Grove looks and feels like for decades to come.
