Brian's
Approach

Set the Project up for Success."
Brian Dugan's approach is guided by a defining question: are we setting this project up for success, for the client, the team, and the community it will ultimately serve?
Across complex public-private partnerships and large-scale civic developments, his focus remains consistent: Understand what the client actually needs, put the right team around it, build a partnership strong enough to handle the hard moments, and follow through on every commitment from the first conversation through years of operations.

ALIGN
Success Starts With Clarity.
Before anything moves forward, we need to truly understand what the client is trying to achieve. Once that is clear, we build the right team around it and align our approach to meet the client's needs.

ASSEMBLE
The Right Team Changes Everything.
The right firms, the right people, and the right bandwidth to perform.
A great strategy means nothing without the right group behind it.
PARTNER
Great Projects Are Built on Strong Partnerships.
Issues are inevitable on projects of this scale, and what matters is whether the partnership is built to solve them productively, with trust, honest communication, and the right decision-makers in the room when it counts.

These projects take so much time. The chemistry has to be right."

ENGAGE
Make the Process Fun.
These projects take years to complete and the teams spend thousands of hours together. When people genuinely enjoy the process, teams perform better and the end result is stronger.

PRIORITIZE
"See the Forest Through the Trees"
Not every issue should become a major battle. Effective leadership means understanding scale, focusing on what truly matters, and avoiding unnecessary friction that slows progress.
DELIVER
The Proof is in the Pudding.
After the planning, the team building, and the alignment, this is the part that actually counts. We deliver what we said we would, when we said we would. "The proof is in the pudding. You can set it all up right, but at the end of the day, you have to actually deliver on what you said you would do."

ENDURE
Success Doesn't End at Delivery.
"If we're not thinking all the time about how whatever we're doing is helping the end user, then we're not doing our job as developers."
Successful development is not simply about getting a project across the finish line. It is about setting the project up for success from the beginning and delivering outcomes that continue to serve long after construction is complete.

Our Nation's public facilities and infrastructure are deteriorating and chronically underfunded. I'm proud to be part of a talented team that works hard to innovatively address these challenges, pioneering cutting-edge public-private partnership solutions to develop lasting projects for our clients."

HOWARD COUNTY COURTHOUSE
1 Day Early,
Under Budget, Through COVID.
The Howard County Courthouse was the county’s largest infrastructure project and first public-private partnership. Brian served as CEO of the project company from 2018 through 2024, leading the team through design, construction, COVID, and three years of post-delivery operations. An independent consultant tracking eight major projects during the pandemic found that Howard County was the only one that remained on time and on budget. It was delivered a day early.
