Unlocking a Region’s Potential.

In Northern Virginia’s fast-growing Dulles Airport corridor, development was booming while infrastructure lagged behind. Congested intersections and long commutes threatened to slow the region’s momentum, but Edgemoor saw an opportunity to turn frustration into forward progress. 

 

Through one of the Commonwealth’s first public private partnerships, we proposed an innovative financing model that accelerated delivery by more than a decade. By structuring a plan to monetize future tax district revenues, the team enabled ten interchanges and secondary roads to be built at once, transforming Route 28 into a free-flowing, grade-separated corridor in record time rather than waiting years for incremental funding. 

 

The project not only removed a major transportation bottleneck, it unlocked new economic potential for the region, setting a foundation for growth that continues today.

In the years since, Route 28 has become one of the most heavily used commuter and commercial corridors in Northern Virginia, supporting the daily flow of workers, goods, and travelers across one of the country's most dynamic technology and federal contracting regions. The corridor now serves the area around Dulles International Airport and the dense concentration of data centers and technology employers that have made Loudoun and Fairfax Counties global centers of the digital economy. The capacity built into Route 28 decades ago continues to support that growth today and is helping enable what comes next.
